Les, there is no federal law (and I am not aware of any state law) that would require an insurer to allow you to switch between a TQ and a NQ policy. (Since I am only licensed in one state I am only aware of my state's laws. I suggest you contact your state's Department of Insurance to ask if your state has such a law).
