Is this an "open" discussion board?????

My understanding of the rules of this discussion board is that ANYONE should be allowed to ask questions, make comments, and seek the wisdom of others WITHOUT being chastized and corrected for their thoughts and expressions by "self-proclaimed" experts whom actually have less experience than most of those posting messages.
Would the powers to be please correct ME in a message for all to see, if I'm wrong.
