Ginny,
You are describing 'state-mandated' MEDICAL INSURANCE. Joan is looking for LONG TERM CARE INSURANCE. Medical insurance does not pay for long term care needs. If Joan gets the 'state mandated' medical insurance, she should still purchase private long term care insurance ASAP if she has assets sufficient to protect and/or can afford a policy.
