People on the "Hill" tell me the feds want to make all policies standard and will at least make the "threat" to tax the NTQ if the industry does not "get in line" and stop selling NTQ. For the most part, except in CA and FL where state law requires that a NTQ be available, most companies no longer sell NTQ.

When the feds pass "above-the-line" deductions, this will end any debate with NTQ and TQ.
