Hi, Ron.
It's called Ménière's Disease. It's a disease of the inner ear. It has varying symptoms, one of which is severe vertigo (dizziness). Other symptoms include hearing loss and ringing in the ears. With most people with the disease, the best way to handle the vertigo is to simply lie perfectly still until it subsides.
As long as she continues to experience the vertigo regularly, I don't see how any insurer would accept her. The likelihood of her falling and fracturing a hip is incredibly high.
The most common way to treat Ménière's Disease is to lower the salt intake in one's diet and to take a diuretic to decrease excess body fluids.
If she responds well to treatment and has these attacks very infrequently, then many long term care insurers will consider her. But, she'd need to have at least six months of stability before re-applying.
