Medicaid Asset Protection

I am looking over a policy for a relative and was wondering what the following meant:

This policy does not qualify for medicaid asset protection under the Iowa Long-Term Care Program, however this policy is an approved Long-Term Care Policy under state insurance regulations.

What is medicaid asset protection? Is it something that he should have?
